Mr. Heeseog Yoon is an expert in police investigations with 27 years of service as a police officer, including 19 years in investigative departments. He has been directly involved in investigations, investigative command, and planning at major investigative departments of police stations in Seoul and the Seoul metropolitan area, including the Criminal Affairs Division of the National Police Agency, the Cyber Crime Investigation Unit of the Seoul Metropolitan Police Agency, among others.

During his service at the Seoul Metropolitan Police Agency, he led a variety of corporate-related investigations, including major personal data breach cases involving Korea’s largest telecommunications companies, a hacking case by a Chinese entity (Company A), and a solar technology leakage case. At the police station level, he supervised investigations into economic crimes, corruption, sexual offenses, and violent crimes. After retiring from the police, he spent over two years as an advisor in the Compliance Management Division of Lotte Engineering & Construction, providing counsel on serious accidents and other criminal matters.

Mr. Heeseog Yoon is also recognized as an expert on Vietnam, having served as a consular officer in charge of incidents and accidents at the Embassy of the Republic of Korea in Vietnam. During his three-year tenure in Vietnam, he established a hotline between the Korean community and the Ministry of Public Security, and set up a dedicated department for Korean cases within the Ministry. He was awarded the “Award for Excellence in Consular Service” upon recommendation from the Korean community in Vietnam and became the first Korean to receive the Medal for Safeguarding National Security from the Ministry of Public Security of Vietnam. He is widely regarded as the Korean with the strongest network within the Vietnamese public security sector, trusted by both the Korean community and Vietnamese authorities.
