Mr. Bumsoo Kum advises and represents clients on disputes, investigations, and regulatory matters involving the defense industry and government contracts. His practice covers a broad range of matters, including liquidated damages, debarment and other restrictions on participation in public procurement, defense cost accounting, defense exports, intellectual property, and legislative matters. He also represents clients in criminal investigations and proceedings arising out of defense procurement and other defense-industry matters.

Prior to joining Jipyong, Mr. Kum served at Korea’s Defense Acquisition Program Administration (DAPA), where he worked on defense acquisition program management, defense-related litigation, and defense exports, developing extensive expertise across a broad range of defense-related matters. He currently serves as a member of DAPA’s Contract Review Committee and as an advisor to its Maneuver Program Department. He also has substantial experience in corruption investigations and criminal litigation, having served as a special investigator on the special counsel team.

Mr. Kum holds the nationally accredited Cost Analyst credential, a professional qualification relevant to defense cost accounting. He also earned a Ph.D. in Law from Seoul National University School of Law, where his doctoral research focused on trade secret protection frameworks and intellectual property disputes in defense acquisition programs.
