Horizon Law Group and Jisung Law Offices merged in May 2008, followed two months later by the merger of Kim Chang & Lee and Kim & Company. The impetus for them, as well as other small or mid-sized firms contemplating consolidation, is the desire to remain competitive, especially with the long-expected opening of the legal market to international firms, as well as a new law school system, which is expected to dramatically increase the number of lawyers in Korea in the coming times. The merger of Horizon Law Group and Jisung Law Offices will certainly bolster the firm's ranks, and given the recent numbers game that domestic law firms are engaged in, could translate to increased competitiveness.

“Regarding the quality of the individual attorneys, I can compare Horizon Law Group directly with Kim & Chang, Shin & Kim and Yulchon. Each of the attorneys are very enthusiastic in their work, and in terms of teamwork, and try to make clients feel comfortable,” says a client. “They provide the service on a timely basis. In one of the first hostile takeovers in Korea's conservative financial sector, Horizon represented Meritz Fire & Marine Insurance Co in its unsolicited bid for First Fire & Marine Insurance Co. In other M&A transactions, the firm advised Namyang Construction in acquiring Ssangyong Engineering & Construction, and represented Moorim Paper in its $300 million acquisition of DongHae Pulp. Jisung Horizon Law Group also represented Posco Engineering & Construction in the $2.5 billion refinancing of the New Songdo International City development. On another large lending deal, the firm advised a syndicate in its $1 billion financing of the development of the International Finance Centre in Seoul.
