Mr. Sang Yun Kim is a competition law specialist who gained extensive hands-on experience in the areas of competition, consumer protection, and subcontracting at the Korea Fair Trade Commission (KFTC) from 2007 to 2025.

After passing the Korean Bar Exam in 2004 and completing the Judicial Research and Training Institute in 2007, Mr. Kim joined the KFTC as Deputy Director.

While serving in the Competition Policy Division of the KFTC, he was responsible for various competition-related systems, including the Consent Resolution System and the Exclusive Right of Accusation System. After moving to the Anti-Monopoly Investigation Division (Service) of the KFTC, he served as a deputy director in charge of the mobile phone subsidy case; after then, in the Special-Type Trade Policy Division of the KFTC, he developed compensation guarantee products for the newly established door-to-door sales under sponsorship. 

As serving as a director for deliberation management (competition) of the KFTC, Mr. Kim assisted in decisions on corporate merger cases such as Microsoft-Nokia merger as well as numerous cartel cases. During his tenure at the Business Group Regulation Division, he was responsible for the amendments to the Monopoly Regulation and Fair Trade Act and its Enforcement Decree regarding the introduction of the Disclosure System for Large Business Groups. In the Business Trade Policy Division of the KFTC, he supervised the implementation of the Subcontract Payment Adjustment System.

Mr. Kim subsequently served as Head of the Franchise Investigation Division, Head of the Busan Fair Trade Office, and Head of the Subcontract Division at the Seoul Office of the KFTC, handling numerous cases involving abuse of superior bargaining position; after then, he served as Head of the Intra-Group Transaction Division of the KFTC, overseeing cases involving unfair support and private interest appropriation.
