Korea’s southwestern region, comprising Gwangju, Jeollanam-do, and Jeollabuk-do, (the “Seonam Region”), is a key focus of the “Three Mega-Projects for Korea’s Great Leap Forward,” announced by the Korean government in 2026.  The government’s plans for the Seonam Region include KRW 800 trillion in investment to develop four semiconductor fabs and establish an ecosystem of suppliers and skilled personnel.  A robotics foundry and components cluster are also planned for Saemangeum.

Successful implementation of large-scale high-tech industry projects requires a comprehensive review covering site acquisition and development, licensing and permitting, power and water supply, renewable energy procurement, investment and financial structuring, supply chain management, technology protection, labor and employment, serious accident risks, and dispute management.  Because these projects involve multiple public institutions and private-sector participants, an integrated approach is required to connect expertise across disciplines from the initial planning stage of the project through the construction and operation stages.

Jipyong Seonam Center brings together the expertise of more than 400 professionals at Jipyong’s Seoul headquarters with the capabilities of Jipyong’s AI-Infra Center, Climate & Energy Center, Public Policy Solutions Center, and Technology Law Center.  It provides comprehensive support throughout the entire project lifecycle, from initial planning and licensing and permitting to investment and financing, construction, operation, and dispute resolution.

The AI-Infra Center advises on site acquisition, licensing and permitting, power and water supply, construction, financing, and operation of semiconductor facilities and AI data centers.  The Climate & Energy Center advises on renewable energy, power grids, RE100, environmental regulations, and energy policy, while the Public Policy Solutions Center supports legislative and policy monitoring and regulatory responses.  The Technology Law Center, jointly established by Jipyong and Jipyong IP, brings together patent attorneys and other technology professionals to handle patents, technology valuation, technology transactions, technology protection, and disputes in the semiconductor, AI, data, and electronics sectors.  The Seonam Center coordinates this support from planning and licensing and permitting through investment, construction, operation, and dispute resolution.

Drawing on its understanding of the region and its key industries, the Center supports high-tech industrial projects in the Seonam Region from the earliest stages and works alongside local businesses to help them realize new opportunities for growth.

AI-Infra Center
- One-stop support for the development and operation of AI data centers (AIDCs) and semiconductor infrastructure (site acquisition, licensing and permitting, power, water, project financing, REITs, investment agreements, data, and disputes)
- Advising on the Special Act on AIDCs and participating in follow-up legislative initiatives

- Technology Law Platform jointly established by Jipyong and Jipyong IP
- Patent prosecution, technology valuation, technology transfer, licensing and technology-related disputes in semiconductors, AI, data, electronics, and related fields (more than 100 technology professionals, including 32 patent attorneys)
